History of Fire Frequency Sharing
  • In 1978 the Fire Dispatch system for all of Stanislaus County was different.


  • Dispatchers only dispatched 4,000 calls annually.


  • Dispatchers also answered a majority of the 911 calls.

  • The calls for service have gradually increased.


  • Today approximately 60,000 calls are being dispatched annually.

FFS History
  • Increase in call volumes has at times overloaded the dispatch.


  • Developed in 2003 by the Communications Standardization Committee.


  • The SCFCA approved the FFS concept in 2005.

Overview of FFS
  • Provides a standardized system countywide
  • Improves fire ground safety.


  • Manages dispatch, command, and tactical communications.


  • Renames all channels / frequencies

Dispatch Channel / Frequency
  • ALL dispatches will be transmitted on “Dispatch” channel


  • Receive only channel.


  • A command and tactical channel will be assigned at time of dispatch.


  • SR-911 will have one dispatcher assigned to the “Dispatch” channel.


  • Elimination of pre-alerts and call prioritization may take place if dispatches stack

Command Channels / Frequencies
  • Five command channels
    • Command 2
    • Command 3
    • Command 4
    • Command 5
    • Command 6 (White Fire 1)

  • Command 2, 3, 4
    • Repeated = Mt.Oso
  • Command 5
    • Repeated = City of Modesto
  • Initially SR-911 will have one dispatcher assigned to Command 2 (Position = FD02).


  • All communications to dispatchers shall be on Command channels.

Tactical Channels / Frequencies
  • Ten tactical channels
  • An incident with two or more units will be assigned a tactical channel.


  • Limited coverage.


  • Change to tactical after arrival.


  • Local incident communications will take place on tactical channels.


  • Dispatch will not monitor tactical channels.

Firefighter Safety
  • Firefighter safety info will be simulcast on Dispatch and Command Channels.
    • Emergency traffic
    • Mayday
    • Crime scenes
  • 10-33 Tone
    • 6-second audible tone denoting priority traffic.
    • All regular communication traffic to be held until advised clear.

Special Frequency Functions
  • White Fire Channels
    • Multi-agency
    • Coordinating activities during mutual aid incidents
  • Calcord
    • Reserved for air-to-ground traffic
    • Designed for inter-discipline use
  • Inter-Op
    • Designed primarily for law enforcement use
    • Channel can be used by fire operations with pre-approval

  • The concept of Fire Frequency Sharing has been a process that has been on the works for many years.


  • A collaborative effort by all agencies Stanislaus County is imperative to the success of Fire Frequency Sharing.


  • Implementation will take place on November 7, 2007 at 07:00 hours.
